In desperate need of some guidance!

I have a problematic tenant who owes me over RM15,000 in 8 months rent. I know I may have the dragged the situation far by not acting quickly enough but I’m currently working overseas and I don’t have anyone reliable enough to extract the rents from this tenant. I’ve been in contact with him through emails and phone calls where he would relate to me his financial difficulties and promised the rent by the end of the month. This has happened twice. I tried to sympathise but this has gotten far enough and I need him out of the place. The tenancy contract would be terminating on 15 August. The agreement is signed and stamped and provides that ‘it shall be lawful for the Landlord to enter the premises or any part thereof’ when rent is unpaid.

What would be the best recourse to extract the outstanding payments from him without fear that he would either disappear, or trash out the place before he leaves, or both? Can I simply go into the house and change the locks and wait until he’s paid all outstanding amounts before giving back his things? What about cutting off electricity and water?

And if I’m to get legal advice, how much fees and time would I be looking at to cover the process until all outstanding amounts is obtained?

Pls pls help!
